What changed in Google Android 7.1?: Compared with Android 7.0, Google Android 7.1 added 593 new emoji and redrew 52 existing designs.
How is a redesign told apart from a re-release?: By the artwork itself. Every image is stored with a checksum of its bytes, so a design counts as redrawn only when those bytes differ from Android 7.0. A version number cannot tell you this — most releases ship the same drawings unchanged.
