What changed in Google 17.0?: Compared with 16.0, Google 17.0 added 149 new emoji and redrew 485 existing designs.
How is a redesign told apart from a re-release?: By the artwork itself. Every image is stored with a checksum of its bytes, so a design counts as redrawn only when those bytes differ from 16.0. A version number cannot tell you this — most releases ship the same drawings unchanged.
